Intriguing Antique Large Handpainted Peacock Train Brooch ? or Hair Accessory ?

A very intriguing antique piece, possibly jewellery but really unsure, appears to date from the mid to late 1800s to the early 1900s. It more than likely represents a Peacocks Train. It could be made from cellulite or it has been heavily lacquered as it is quite rigid, again unsure. The attaching pin / clasp is missing. Large in size, 100mm wide. Selling as is.
